- Given what some consider the dismal state of achieving even basic digital literacy, is discussion of information fluency really just fodder for academic presentations, sound and fury signifying nothing?
- Is it even possible for the academy-- which doesn't have a strong track record of programmatically supporting individual creativity-- to foster more than the most basic sense of information fluency? Is it even a contradiction?
- Is information fluency a linear expansion on digital literacy or across a discontinuous divide?
- Is Information Fluency with participatory social networks itself naturally disruptive to established universities? Why?

I will give an overview of the kinds of knowledge and skills proposed for fluency with information technology by the National Research Council. In addition to explaining briefly why the NRC task force on IT suggested that their proposals represent important goals for society, I will also outline how the conceptual approach taken by the NRC also helps institutions and individuals to gauge their success in achieving the goals. Finally I will give a few reasons why institutions may be pressed to consider such information technology fluency goals.

I will take on the discussion about administration involvement in Information Fluency. The key element here is how to handle emergent information. When we talk about Information Literacy, we can still be concerned with hierarchically vetted information transferred to a literate audience. Now with the notion of Fluency, we need to be concerned with engaging and incorporating information from the audience. This new demand on established institutions is naturally disruptive.
